Do different allocations of free emission allowances affect competition and ETS linking? Are CBAMs compatible with the GATT, the GATS and other agreements, such as the Energy Charter Treaty? Is subsidising innovation an effective means to prevent carbon leakage?

Ottavio Quirico, Associate Professor (ANUCES and UNE), participated in the Carbon Market Policy Dialogue organised by the EUI FSR Climate Unit on ‘Carbon leakage Prevention: Free Allocation and Other Measures’, considering the implications of linking emissions trading systems (ETS) that implement different measures for carbon leakage prevention.
