Professor Verhoeven spoke to and updated this paper published in the Annuaire Francais de Droit International in light of recent developments in EU law and jurisprudence.

Does any international political or judicial “authority“ exist? The Schuman Lecture by Professor Joe Verhoeven will address the specific problems of mutual collaboration in the “international” sphere, including lessons from the Mox and Kadi cases of the EU Court of Justice, and the ramifications for the future of international and European law. It will be chaired by His Excellency Mr Patrick Renault
Ambassador of Belgium.

Professor Joe Verhoeven, Secretary General, Institut de droit international; Professor at the Université Panthéon-Assas (Paris II), and Professeur extraordinaire at the Catholic University of Louvain; ad hoc Judge of the International Court of Justice (ICJ) (in Armed Activities on the Territory of the Congo (Democratic Republic of the Congo v. Uganda); member of the Permanent Court of Arbitration. In 2008 he delivered the “General Course in Public International Law” at the Hague Academy. He also gave a specialized course at the Academy in 1985 on the impact of the absence of recognition of States, governments or situations on international relations in private law.

The annual Robert Schuman Lecture celebrates the remarkable achievements of European integration since its modest beginnings in the European Coal and Steel Community in 1951, announced in a declaration by French Foreign Minister Schuman. The Australian National University has recognised this achievement and foresight by coordinating an Annual Schuman Lecture since 1996. The first lecture was delivered by Lord Leon Brittan, the then Vice President of the European Commission. Since then, the University has coordinated annual Schuman Lectures by distinguished speakers, including The Right Honourable Chris Patten, CH, Commissioner for External Relations, The Right Honourable Alexander Downer, Justice Michael Kirby of the Australian High Court, Ms. Helga Schmid, Director Policy Unit Council of the European Union, Professor Sir Neil MacCormick QC FRSE FBA LLD Dlitt, and HE Ambassador Miguel Angel Moratinos.
