Fully funded PhD position at LAMSADE-CNRS, PSL, Université Paris Dauphine in cooperation with The Australian National University 3A Institute and/or Fenner School of Environment and Society, as part of the CNRS-ANU cooperation program, deadline 31 August 2019.

The PhD subject proposed is to address the very broad area of 'policy design' from a decision analysis and design theory perspective, with some embedding in a case study context that involves next generation technical systems and a critical exploration of humans in the loop. Motivated candidates should have a Masters degree with a strong background in quantitative and formal modelling, preferably in computer science, mathematics, economics or operations research. Candidates with additional expertise in policymaking, (co-)design methodologies and real-world professional and research experiences will be viewed favourably. Evidence needs to be shown of an ability to work in an interdisciplinary, collaborative and international environment with a commitment to achieving external impact.

Possible thesis topics include: achieving coevolution of policy problem framing and goals and metrics over time; development of methods for generation and integration of new policy alternatives and policy decision making processes within existing problem contexts; and methods for addressing assignment of responsibility in policy design—taking into account uncertainty and the distribution of responsibilities in the current policy context.

The PhD will be for the most part based in Paris, but not less than 30% (approx. 1 year) of the whole time should be spent in Australia The Australian National University (ANU). This may be undertaken as a formal co-tutelle program, but is not a requirement. The grant covers the stipend for 3 years and the mobility expenses between France and Australia. Students should have a high professional level of spoken and written English. Fluency in French is also preferred but not a necessity.
